"I will make my decision soon, not at this very moment", Ms. Harris told CNN in an interview.

Although Harris will have a strong campaign presence in California, her team wants its national campaign headquarters to be on the East Coast.

"I'm not saying that about myself, but I am saying that about the capacity of the American public, Harris said".

In her new memoir, "The Truths We Hold", Harris described her anger watching her mother become a target because she was "brown-skinned" and how that has driven her efforts to enhance the legal and humanitarian protections over immigrants coming into the US.

While Harris said that she took "full responsibility", she did not apologize and did not acknowledge the alleged victim involved in the incident.

"(Trump) is choking the very people who are responsible for making sure we have public safety on a day-to-day basis", she said, referring to the thousands of unpaid workers, including members of the Federal Bureau of Investigation and the Transportation Security Administration and the Federal Bureau of Investigation. "But with each woman who gains success, I think there is a greater appreciation and understanding of the capacity and breadth and depth of who women are and what we can do", Ms. Harris said.

But she argued that the American people deserve better leadership than they are seeing under President Donald Trump.

The White House has directed the Army Corps of Engineers to examine a February 2018 emergency spending bill, which included disaster relief for Puerto Rico and other areas, to see what funds could be diverted to a border wall, according to a congressional aide who asked for anonymity to discuss private briefings by the administration.

"Any good parenting would tell you that you don't listen to those kinds of tantrums, and you don't reward that behaviour", she said.

"We've had enough of these powerful voices that are trying to sow hate and division among us", Ms. Harris said.
