EU, UK Fail to Resolve Border Row as Brexit Deadline Looms

Tusk said of her Chequers proposals that "the suggested framework for co-operation will not work, not least because it risks undermining the single market" of seamless movement of goods, services, capital and persons.

But Mrs May said Chequers was "the only credible and negotiable plan on the table that delivers no hard border in Northern Ireland and also delivers on the vote of the British people".

Dutch Prime Minister Mark Rutte labelled the Brexit negotiations "a balancing act" and the leaders will have further opportunities to thrash an agreement out when they meet again in Brussels on October 18 and again in mid-November.

French President Emmanuel Macron called pro-Brexit U.K. politicians "liars" who had misled the country about the costs of leaving the 28-nation bloc.

But European Council president Donald Tusk said the plan "will not work".

The extraordinary attack, at the close of the EU Salzburg summit, is likely aimed at Vote Leave leaders like former foreign secretary Boris Johnson and environment secretary Michael Gove, and possibly former UKIP leader Nigel Farage.

"Brexit shows that it is not easy to leave the European Union", he said, adding: "It is not without costs".

With British newspapers declaring that May had been "humiliated" by European Union leaders, the prime minister used a televised statement from 10 Downing St.to insist she was prepared to take Britain out of the bloc without a deal if it did not treat the country with more respect.

If 40 of May's 315 lawmakers and the opposition parties voted against a Brexit deal based on her proposals, she would fall short of the number needed to pass the legislation.

Sterling slid around more than half a cent against the dollar after the report to a low of $1.3098 before edging slightly higher to last trade at $1.313.

The backstop would keep Northern Ireland under EU economic oversight if London and Brussels can not agree a trade pact to keep UK-EU borders open, an idea that May and a small party in the province that props up her minority government oppose.

German Chancellor Angela Merkel was more sanguine about the current model but said there would need to be "substantial progress" made in October to justify a special summit in November to sign off on Brexit.

Speaking after her meeting with Mr Tusk, the PM said: "We both agree there can be no withdrawal agreement without a legally-operative backstop".

On BBC Radio 4's Today he said any deal would be "sub-optimal" to continued membership and "it won't be as easy as yesterday to trade between the two sides". "The shambles in Salzburg leaves us without a coherent or plausible Brexit plan", the paper says.

There has also been ongoing unrest and resignations over the issue within her own party and talk of a second referendum to provide a clearer mandate.

Her comments, however, put her at odds with Treasury Minister Mel Stride, a top Tory in the current government, who told Sky News just hours beforehand that MPs could possibly trigger a new vote if they reject May's "Chequers" plan, which proposes close post-Brexit ties between the European Union and the UK.

Irish Prime Minister Leo Varadkar complained that May had not presented any fresh proposals for the Irish border, despite promising them.

May insists that no prime minister can accept a different customs regime, a kind of border, within the United Kingdom, even as a backstop.
