Scores of desperate Syrian civilians have marched up to the border fence with Israel to plead for sanctuary from a Russian-backed Syrian army offensive sweeping through the country's south.

"Negotiations were ongoing Wednesday towards Nawa joining the reconciliation deal" with the regime for the wider province, Observatory head Rami Abdel Rahman said.

In the west of the adjacent province of Daraa, Russian air raids killed one civilian near the village of Al-Aliya, it said.

"Around 800 missiles and shells have been fired against several areas in the province and fierce fighting continues on the ground between regime forces and rebels". The director did not immediately provide an estimate of casualties.

Iran, which backs Assad against the mainly Sunni insurgents and has expanded its military role in Syria, has long taken an interest in the fate of its co-religionists in the two towns.
