Loot Boxes and pay to win micro-transactions have become a new trend and nearly all the video games have it as a part of their schemes.

This bill bans the Loot boxes and pays to win micro-transaction schemes in all video games that are played by the kids who are under age or 18.

In addition, the bill would also ban pay-to-win microtransactions targeted at minors, including progression systems that encourage players to spend money to pass through a game's hoops faster, such as advancing a level if they pay for a certain item.

Last month, the Belgium government said loot boxes were in violation of its gambling laws. And if the children are playing the game who is designed for adults so they should be walled-off from impulsive transactions.

Defending FIFA in the wake of the ruling, Andrew Wilson, CEO of Electronic Arts, said he didn't believe loot boxes are gambling because "players always receive a specified number of items in each pack".

Before the bill can be approved, it faces a long process, heading through a series of committees and facing scrutiny by the House or Representatives and Senate, before being signed off by the president. "Parents already have the ability to limit or prohibit in-game purchases with easy-to-use parental controls".

Typically, players will not know what is inside a loot box until it is opened.

For instance, scientists at the University of British Columbia's center of gambling research published a paper that claims to have found a link between loot boxes and problem gambling. In online questionnaires completed by 144 adults and 113 undergraduates, most participants - 68.1% and 86.2% - were of the opinion that loot boxes were a form of gambling.

With such mixed views on whether loot boxes constitute gambling, several jurisdictions have issued reports or are planning investigations to find out more.
