Now the Save the Internet Act of 2019 will go to the Republican-controlled Senate, where it's likely to be voted down along party lines. Still, the effort to restore net neutrality could give Democrats political points on consumer protections. Companies like Netflix have advocated for net neutrality, finding themselves on the opposite side of large service providers like Comcast and AT&T.

But the bill faces long odds in the GOP-controlled Senate, after Republican Leader Mitch McConnell of Kentucky told reporters Tuesday that the measure is "dead on arrival".

After the FCC repealed net neutrality laws back in 2017, The Daily Caller released a video on YouTube, where Ajit Pai argued that removing the laws would "restore internet freedom" and wouldn't prevent users from continuing to practice their daily activities online.

In a statement Wednesday, Pai called the House bill a "big-government solution in search of a problem". The Office of Management and Budget said Monday it opposes the bill.

They were upheld by a federal appeals court, but the Federal Communications Commission scrapped the rules after the Trump administration installed a Republican majority there.
