Schiff: Mueller Can Be Brought in If Report Isn't Released

'It's very hard to make the argument that the person who was directed and was coordinated should go to jail, but the person who did the directing and did the coordinating should not.

"It's our job to protect the rule of law", he said.

"The Special Counsel is funded by the Independent Counsel appropriation, a permanent indefinite appropriation established in the Department's 1988 Appropriations Act", a Justice Department spokesman said. But Schiff believes that the department should reconsider this position, or indict Trump if he loses re-election in 2020.

"The Justice Department policy against indictment is the wrong policy", Schiff said, "particularly when there is any risk that the statute of limitations may allow a president to escape justice."
"I think the Constitution is worth it, and I don't place my word in a person who happens to be causing harm to society", Representative Al Green, a Texas Democrat, said, using the speaker's characterization to counter her position.

Schiff stopped short of saying he thought Congress should impeach Trump and remove him from office in order to prosecute what he called these offenses. "The public gets to see this report".

'In its absence an impeachment becomes a partisan exercise doomed to failure, ' Schiff said.

Democrats have been careful not to close the door entirely, however.

Speaking to MSNBC, Schiff, who chairs the committee and represents California, answered questions about the next steps for those investigating President Donald Trump's alleged ties to Russian Federation. "And here you need to be able to ask follow-up questions in real time", he said. The representative argued that even if special counsel Robert Mueller's final report does not reveal crimes that could lead to Trump's impeachment, Congress could find other potentially damning details about the president and his businesses.

The Russia investigation has cost about $25 million in total from the time Mueller was appointed in May 2017 to the end of September 2018, according to the most recently available spending figures.

The investigation may ultimately bring more money into the government's coffers than Mueller spends, when the value of forfeited assets from those he's charged is taken into account.
