New Delhi had reached out to key players ahead of listing of Masood Azhar by the United Nations Security Council.

In 2017, China had blocked Indian attempt to place the JeM chief on the global terrorist list on grounds that New Delhi had failed to provide any substantial evidence.

"China's move to hold the listing is inconsistent with its own stated goals of combatting terrorism and furthering regional stability in South Asia", said the diplomat, requesting not to be named to speak frankly, given that the deliberations of the United Nations sanctions committee are confidential, thus preventing member-countries from talking about it in public.

The fresh move to list Azhar came in the backdrop of the JeM claiming responsibility for the suicide attack in Kashmir's Pulwama on February 14.

"We are disappointed by this outcome", India's foreign ministry said in a statement.

The Chinese support to Pakistan has been attributed to a host of reasons such as China and Pakistan being "all-weather friends" to Pakistan's support for China within groupings like the Organisation of Islamic Cooperation (OIC) and others like the Non-Aligned Movement where China has no representation.
