The Senate has blocked a measure aimed at punishing doctors, who fail to provide medical care to a child that is born after an attempted abortion.

"The term 'born alive means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut", the bill continues.

Several medical groups, including the American College of Obstetricians and Gynecologists, the American Medical Women's Association and the American Public Health Association, have also publicly opposed the bill, saying in a recent letter to senators that it "represents a risky government intrusion into private health-care decisions".
