The colours of the bins to collect recycling, food and garden waste and rubbish could also be standardised.

Michael Gove's proposed measures to ensure consistent recycling collections come after a number of councils cut the frequency of collections, leaving residents with overflowing bins.

The council is also running a trial in Whitburn and Marsden to encourage householders to recycle more card and paper in a blue bin with a red lid.

Martin Tett, environment spokesman for the Local Government Association, welcomed the plans but said that with councils in England "facing an overall funding gap of £8bn by 2025", any additional cost burdens in waste and recycling "need to be fully funded".

"We will be the first generation to leave our environment in a better state than we inherited it".

The Government wants councils to return to weekly collection of food waste, according to reports.

Mr Gove hailed proposals that would "introduce a world-leading tax to boost recycled content in plastic packaging, make producers foot the bill for handling their packaging waste, and end the confusion over household recycling". Household waste recycling rates in England have risen from around 11 percent in 2000/1 to about 45 percent, but since 2013 rates have plateaued, according to ministry figures.

In Germany and the Netherlands, the introduction of a network of reverse vending machines - dispensing cash in return for empty bottles and cans - led to recycling rates of 98% and 95%, respectively.

Government will seek views on two options for how a deposit return scheme might work for cans and glass or plastic bottles, it added.

At present, producers pay only around 10 percent of the cost of dealing with plastic packaging waste, the environment ministry said.

Money raised from a new plastics tax could be siphoned off into other spending areas, the Government has admitted, raising fears it will be used as a "stealth" tax.
