Russia Prepares for Cyber War With Disconnect Test

Russian Federation has been trying to keep internet traffic within the national borders for some time.

Authors of the initiative say Russian Federation must ensure the security of its networks after President Donald Trump unveiled a new American cyber security strategy a year ago that said Russian Federation had carried out cyber attacks with impunity.

Its measures include the creation of the own internet address system that is exclusive to Russian Federation so that its online access could continue once the connections to global servers were cut. In addition to that, the test will allow centralized control to all of the national internet traffic and also minimize the transfer of data to foreign servers.

Russian Federation is preparing technology to isolate its internet from the world in the event of a perceived cyberthreat.

In an interview with Meduza, Internet freedom activist and "Roskomsvoboda" technical director Stanislav Shakirov argues that Russian Federation lacks the domestic investment infrastructure to develop its own tech startups the way China does.

Critics say the bill shows the authorities' continued efforts to limit internet freedoms despite the huge public and private cost.

"De facto, it will have a serious economic effect. everything will be slower and more expensive", Mr Kozlyuk said.

"How many of you are IT experts here, raise your hand. One?"

The United Russia Party, which has a super-majority in Parliament, is the only party in the Duma that supports the legislation, said Deputy Leonid Levin, the chairman of the legislation's steering committee, before Tuesday's vote.

- Provide for training and drills that would help key people in the Internet industry and government foresee threats and work out measures to counter them. The US document explicitly calls Russian Federation out for "reckless cyberattacks" and categorizes the country as one of its "strategic adversaries".

Lugovoi, one of two Russians suspected in the polonium-poisoning death of Kremlin critic Aleksandr Litvinenko in Britain in 2006, cited an alleged USA threat as reason for backing the bill.

"This isn't kindergarten!" shouted Lugovoi. As a result, during the country's brief disconnect, the Internet service disruption may not be noticeable.

"Theoretically, the U.S has the ability to cut off Russia's Internet connectivity from outside, but there is no precedent to trace worldwide", said the team leader of Ru-center, one of Russia's largest domain name registrars and hosting providers.
