Willa, a Category 3 hurricane on the five-step Saffir-Simpson scale, veered inland near the town of Teacapan, about 60 miles (100 km) south of the coastal resort of Mazatlan in the state of Sinaloa, satellite images showed.

Hurricane Willa slammed into Mexico's Pacific coast late on Tuesday, raking it with winds of 120 miles per hour (195 kph) that brought power outages, buffeted buildings, and dumped torrential rain on tourist resorts where thousands of people had moved to safety.

Nevertheless, the NHC warned, "Willa is expected to be a risky hurricane when it reaches the coast of Mexico".

Hurricane force winds extended 45 kilometres from the storm's centre and tropical storm force winds were up to 150 kilometres out.

As Willa closed in, the beach in Mazatlan nearly disappeared, with waves slamming against the coastal boulevard, black clouds looming overhead.

Mexican officials said that heavy rains from Vicente caused deadly flooding and mudslides in southern and southwestern Mexico, leaving at least 11 people dead, according to AP.

"At this time, it looks like this storm will bring a general 1-2 inches of rain and a period of 40- to 50-mph wind gusts to the coast, and there will be some sort of wet snow over the interior", AccuWeather Senior Meteorologist Dave Dombek said.

Those in low-lying areas near the coast where Willa is forecast to push inland should seek higher ground due to the threat of life-threatening storm surge flooding.

Tropical storm warnings ranged from Playa Perula north to San Blas and from Mazatlan north to Bahia Tempehuaya. Mazatlan is a popular vacation spot and home to a large number of Canadian expatriates.

The storm was expected to bring 6 inches to 12 inches of rain with isolated amounts of 18 inches to portions of western Jalisco, western Nayarit, southern Sinaloa and far southern Durango states.

Farther to the south, Tropical Storm Vicente had weakened to a tropical depression early Tuesday, but it was still bringing heavy rainfall that caused unsafe flooding in southern and southwestern Mexico.
