Wet and mild: Warm winter predicted for much of the US

In terms of precipitation, the line dividing drier-than-average conditions and normal conditions falls right through central Wisconsin with the eastern part of our state looking at 33% chance for drier-than-average conditions and western half of our state looking at normal conditions.

No place in the United States is expected to be colder than normal, said Mike Halpert, deputy director of the government's Climate Prediction Center.

In the valley of the Tennessee, the OH valley and mid-Atlantic States (NJ, NY, MD and PA), the temperature will be or on the secondary level or above.

When it comes to the heat, the biggest factors leading to this year's prediction is the 70 to 75 percent chance of an El Nino developing over the Pacific ocean, blowing warm winds from the west.

NOAA's Winter Outlook indicates our region is looking at a 33% to 50% chance for warmer-than-normal conditions. In the U.S. Winter Outlook for December through February, above-average temperatures are most likely across the northern and western U.S., Alaska and Hawaii.

It also said that wetter-than-average conditions are likely across the southern part of the US, and up into the Mid-Atlantic.

-No part of the U.S.is favored to have below-average temperatures.

The northern Rockies, northern Plains, Great Lakes and northern Ohio Valley are likely to see below-average precipitation, including snow.

Precipitation is expected to be above normal across the southern tier of the USA, extending up into the Mid-Atlantic.

But drought conditions are anticipated to improve in areas in Arizona and New Mexico, southern sections of Utah and Colorado, as well as the coastal Pacific Northwest and Central Plains, the agency said.

Of course, forecasting the weather is notoriously hard and the predictions made by the forecasters are subject to change.

-This outlook does not project seasonal snowfall accumulations. He also forecasted a warm winter, heavily based on weak snowfall in Siberia. NOAA'S next update will be available on November 15th. That means, invariably, some areas will experience conditions opposite the most likely forecast even if most locations are correctly predicted, Halpert said.
