Google drops out of $10 billion JEDI contract bid

Amazon was widely viewed among Pentagon officials and technology vendors as the front-runner for the contract, known as the Joint Enterprise Defense Infrastructure cloud, or JEDI. Bids are due October 12. Due to such a strong pushback, the tech giant didn't renew its contract - employees were reportedly refusing to work on the tool anyway. The company responded by releasing principles for use of its artificial intelligence tools.

Announcing that it wouldn't bid for the job, Google said: "We couldn't be assured that [the JEDI deal] would align with our AI Principles, and, second, we determined that there were portions of the contract that were out of scope with our current government certifications". Had the JEDI contract been open to multiple vendors, we would have submitted a compelling solution for portions of it.

But thousands of Google employees this year protested use of Google's technology in warfare or in ways that could lead to human rights violations. But Google Cloud chief executive Diane Greene said at the time that the company could not control the "downstream uses" of the technology. Rob Enderle, president and principal analyst of the Enderle Group, told SiliconANGLE that although Google seems to be listening to its employees, it would have been a big ask to obtain the necessary security certification it needs to win the contract, especially in light of the latest breach around its Google+ service.

The JEDI project could have been used to support combat operations, raising yet more ethical red flags. In early June the company said it would drop out of a Defense Department project to apply its artificial intelligence algorithms to analyzing drone video, saying it would not apply for follow-on awards when its existing contract expires next year. Google, in particular, believes it would be in the Pentagon's best interest to allow multiple clouds. The plan would see data now held by defense contractors moved to a commercial cloud solution, and tech companies including Microsoft, Amazon, and Google were lining up to take part. As the Washington Post wrote, Amazon is also one of the only major companies that supported a single, winner-take-all approach to the bidding process, which competitors have complained could essentially give it a monopoly on cloud computing contracts for the military in the future.
