Kim to shutter nuclear site if United States takes steps

The declaration, published by South Korea's presidential office, states that Seoul and Pyongyang share the view that the Korean Peninsula "must be turned into a land of peace free from nuclear weapons and nuclear threats, and that substantial progress toward this end must be made in a prompt manner".

While Pyongyang has stopped nuclear and missile tests this year, it failed to keep its pledge to allow worldwide inspections of its dismantling of the Punggye-ri site in May, stirring criticism that the move could be reversed.

-North Korea talks on the North's nuclear weapons back on track.

North Korea said on Wednesday it would permanently abolish its key missile facilities in the presence of foreign experts, the latest gesture by leader Kim Jong Un to revive faltering talks with Washington over his country's nuclear program.

Emphasizing the North's determination to denuclearize, Moon said, "The terms "dismantlement of the missile engine test site under the observation of experts" and "permanent dismantlement" used in the Pyongyang Declaration have the same meaning as 'verifiable and irreversible disarmament'".

"I have a dream that I have not been able to fulfil for a long time, which is trekking Mount Paektu and the Kaema Plateau", Moon said during a banquet after his first summit with Kim in April, which took place at the demilitarised zone separating the two neighbours.

Diplomacy between the US and North Korea that had gotten nowhere since the summit clicked into gear again.

Last year Mr Trump engaged in a war of rhetoric with Mr Kim in which he threatened to destroy North Korea.

Pompeo welcomed that as a step agreed to by Trump and Kim in Singapore, and said it would be done in the presence of US and worldwide inspectors.

Mount Baektu is considered the most sacred and the symbolic mountain of the Korean nation. Given our close ties to South Korea and pursuit of peace on the peninsula, this will be a meeting for the United States to watch.

The United States has also invited North Korean representatives to meet with the U.S. special representative for North Korea, Stephen Biegun, in Vienna at the "earliest opportunity", Mr Pompeo said.

South Korea's national anthem opens with a reference to the volcano while for the North it is the alleged birthplace of Mr Kim's father and grandfather. The president has long stated that he would love to one day visit Mount Paektu, which is also sometimes spelled Baekdu.

The question is whether it will be enough for Mr Trump to pick up where Mr Moon has left off. Mr Trump told reporters Wednesday that the outcome of the summit was "very good news" and that "we're making tremendous progress" with North Korea.

President Moon will wrap up his final full day in Pyongyang, watching North Korea's spectacular "Mass Games" outdoor propaganda show. He also set a January 2021 deadline for North Korea's denuclearization.

David Maxwell, a retired Army colonel who served in South Korea and is now a fellow at the Foundation for Defense of Democracies in Washington, cautioned that Kim's objective is to weaken the U.S.

"Chairman Kim reaffirmed his strong will for denuclearization again and again", Moon said.
