United Nations climate conference pushes for on "rulebook" for 2015 Paris Accord

United Nations climate conference pushes for on

Nacpil warned that unless smaller countries, local communities and climate justice advocates were given more power at the climate negotiation table, the Paris Agreement's goal to cap the global temperature rise at 2C will fail.

More than 2000 delegates from 196 countries joined the six-day talks at the United Nations compound in Bangkok focused on implementing guidelines of the Paris Agreement.

"Asia and the Pacific account for more than 50 per cent of global emissions, and while many countries in the region have ambitious climate plans, collective efforts under Nationally Determined Contributions (NDCs), are not almost enough to meet the goals of the Paris Agreement", said Mr. Hahm. The rule book is for detailing various components of Paris Agreement which, in the current form, appear vague and require agreed rules, modalities and guidelines for their implementation.

Numerous programmes developing countries have promised as part of their efforts to curb climate-related risks and turn to green energy depend on adequate worldwide climate finance.

The 2015 UN Climate Change Conference Paris will bring together leaders with the goal of creating a universal climate agreement that will keep global warming down.

Highly technical in nature, the implementation guidelines are needed to monitor progress on climate action.

"1.5 is the goal that is needed for many islands and many countries that are particularly vulnerable to avoid catastrophic effects".

Meanwhile, poorer countries, the ones that have done the least to cause the climate problem, suffer the most frequent and severe climate impacts. Developed countries are responsible for producing over 70 per cent of the greenhouse gas emissions that have accumulated in our planet's atmosphere - even though they only make up a small proportion of the world's population.

Moreover, Endalew called negotiators to focus on climate finance, a sticking point during the Bonn talks.

Both the United Nations agency and non-governmental organisations have also urged developed countries to play a bigger role in tackling climate change. The agenda items under discussion at the upcoming climate intersession, include global stocktake for collective assessment of climate action, transparency framework for reporting of climate action and support, reporting on nationally determined contributions, communication on adaptation, design of new market mechanism, compliance, accounting, and ways of upscaling finance. Not only do they have to pick up the pieces after every disaster, and need to invest in becoming resilient, but they are also expected to join in a global transformation to greener pathways.

The agreement aims to ensure policy coherence by aligning Asia-Pacific's approach to implementing the Paris Agreement and the NDCs with the Regional Roadmap for Implementation of the 2030 Agenda, as well as regional efforts on financing for development.

"In these few days, we have the opportunity to put the Paris Agreement on a path from words to action", he said.
