RPI replaced with new evaluation tool for NCAA Tournament

In late July, use of the NET model was approved following several months of consultation between the Division I Men's Basketball Committee, the National Association of Basketball Coaches, top basketball analytics experts and Google Cloud Professional Services. It used these sample data sets to develop a model that predicted game outcomes through team performance data and test sets. Will the NCAA's new system be an improvement?

The idea for the NET was formulated with the help of Google Cloud Professional Services, in addition to input from the National Association of Basketball Coaches (NABC) and insight from numerous leading analytics experts in college basketball, who met with the NCAA back in January 2017.

The NCAA has been using RPI, or Rating Percentage Index, to evaluate college basketball teams for more than three decades and, at one point, it was arguably the best tool available in an age where full-fledged data wasn't widely available.

NET will give equal importance to early and late-season games, and caps wins at 10 points to prevent teams from running up the score.

The NCAA developed the model during late-season games during the 2017-18 season, including NCAA Tournament games. And, although he himself utilizes analytics made popular by guys like Ken Pomeroy of KenPom.com, and other similar sites, Keating said he was unclear on how the efficiency numbers would factor into the NET rankings or how much weight they would carry.

The quadrant system, which had some critics in its first year of use, will remain in place with the same lines of delineation in the NET and on the team sheets going forward.

Later in the release, Gavitt acknowledged that the introduction of the NET system does not mean the NCAA Men's Basketball Committee will rely exclusively on numbers in the process of selecting, seeding and bracketing teams.

The selection committee will still use the quadrant system, introduced earlier this year, for team sheets - visual resumes that the selection committee puts side-by-side to compare teams.

Another change made previous year to the team sheets was the inclusion of other metrics. "As has always been the case, the committee won't exclusively focus on metrics to select at-large teams and seed the field".

"There will always be a subjective element to the tournament selection process, too", Gavitt said in the release. The RPI still will be used by other Division I sports committees, including the Women's Basketball Committee for the 2018-19 season.
