Las Vegas police release final report on Oct. 1 mass shooting

With those revelations, police announced they were closing their 10-month investigation without a definitive answer for why Paddock, a high-stakes gambler, amassed an arsenal of weapons and carried out the deadliest mass shooting in modern USA history.

Lombardo said that with the closure of the Las Vegas Metropolitan Police Department's 10-month investigation, no one else will be charged in connection with the deadliest mass shooting in modern USA history, including his girlfriend, who was questioned extensively.

"What we have been able to answer are the questions of who, what, when, where and how", Sheriff Lombardo said.

"What we have not been able to definitively answer is the why Steven Paddock committed this act", he told a televised news conference in releasing a final criminal investigative report. One of the gunman's brothers, Bruce Paddock, told investigators he had not spoken with his sibling for more than 10 years but believed he had "mental illness and was paranoid and delusional", according to the report. He was indebted to no one and paid all his gambling debts off prior to the shooting. Because a different open-air concert took place nearby during Paddock's stay, investigators believe it may have been a dry run.

The police chief also said that the investigation found no evidence of a second gunman or any affiliations Paddock might have had with extremist groups.

On October 1st, 2017, Stephen Paddock sprayed bullets into the crowd at Route 91 Harvest Festival, murdering 58 people and injuring hundreds of others.

Prior to the horrific massacre, Paddock booked rooms outside of Lollapalooza in Chicago and Life is attractive festival in Las Vegas.

Paddock "specifically requested" rooms overlooking the venues and was "observed in video surveillance transporting several suitcases from his vehicle to the units he reserved".

Federal agency officials have determined the massacre was not an act of terrorism, but on Friday, Lombardo said he disagreed. Most of the firearms he bought were rifles of various calibers.

She told police that she accompanied Paddock to gun stores and gun shows and helped him set up a gun range in Nevada.

He said the department is still conducting internal reviews into individual officers' actions on October 1, including one veteran officer who froze in a hallway a floor below where Paddock was firing onto the crowd, according to a police report and body camera footage.

One other man has been charged in connection with the shooting.

Police body camera recordings earlier made public showed officers using explosives to blast through the door of a 32nd-floor hotel suite to find Paddock dead on the floor from a self-inflicted gunshot.

Paddock turned the room into a make-shift sniper's nest that night.

"No suicide note or manifesto was found", the report states.

While there are some answers, the greatest overlying question remains a mystery - his motive.

Police also searched Paddock's computers and found that he conducted internet searches indicating he was preparing for the shooting.

The report said that in September 2015 his 14 bank accounts totaled just under $2.1 million. Details about the police response, however, were not.

Lombardo told reporters today that Paddock's diminished wealth "could have been a contributing factor" in the shooting. "They will not be released to the public". She also said that he did not discuss politics besides expressing that he was unhappy with the Obama administration "and was happy when President Trump was elected", believing he would "do something to stop illegal immigration", the report stated.

His brother "would have planned the attack to kill a large amount of people because he would want to be known as having the largest casualty count", the report quoted Eric Paddock as saying. Investigators have said this before, but among the many guns, power drills, laptops and other items found in the hotel rooms was a handwritten note with distance and bullet drop calculations.
