Trump administration slashes more ObamaCare funds

After numerous failed legislative attempts to repeal the ACA, Republicans have turned instead to packing the courts with narrow-minded elitists as another method to dismantle the law and strip health care from millions of American families. The agencies in a statement said that they were seeking legal redress and understanding and will be informing all the involved participants of any bring up-to-date information regarding the current collections or future payments at the right time. Navigators, the Trump administration has said, have only signed up about 1 percent of all people who enroll in ACA-approved programs each of the past two years.

"It does send a signal of course that the administration is not promoting enrollment", he said.

A year ago a massive organization of volunteers stepped up to fill in for the navigators the administration slashed, and had remarkable success in getting people enrolled.

Florida Blue, an insurer that enrolls among the largest number of Obamacare consumers nationwide, said it won't miss the help from the federally funded grass-roots helpers.

Greg Fann, a fellow with the Society of Actuaries, said the role of navigators has been overstated.

Insurers and brokers, Fann said, should step in to make up for navigator funding. They draw healthy men and women, leaving them exposed to significant medical bills should they get ill actually, as they induce insurance companies to jack up costs for broader coverage.

Major insurer groups said Saturday the administration's action interferes with a program that's working well.

Covered California, for example, is holding its navigator funding steady, dedicating $6.5 million to navigators in this year's budget.

This added risk could ultimately dampen the push toward value-based healthcare delivery, says Michael Abrams, MA, co-founder and managing partner of Numerof & Associates.

"Let ObamaCare implode, then deal", Trump tweeted on July 28, 2017. "It means less help, much less help, to underserved, hard-to-reach populations, people who live in rural areas or have low literacy or don't speak English as their primary language". That could take millions of dollars away from some insurers, causing them to hike prices or abandon markets.

For the past five years, when insurance has been available through ACA marketplaces for people who do not have access to affordable health benefits through a job, federal health officials have started every spring working with navigator groups on plans for the coming enrollment season. But the White House never produced a proposal, and legislation from congressional Republicans would have left millions uninsured, while undermining protections for people with pre-existing health problems.

Critics deride such plans as "junk insurance". Going forward, the administration wants navigators to steer clients into skimpier health coverage. "There is a need to analyze insurers case-by-case and account for their competitive landscapes", said Tinglong Dai, an associate professor of operations management and business analytics at the Johns Hopkins University Carey Business School. "It will create more market uncertainty and increase premiums for many health plans - putting a heavier burden on small businesses and consumers, and reducing coverage options". They also help consumers file appeals with insurers. "The Trump administration needs to stop playing Russian Roulette with our health care system".

This plan has now been rebranded and was issued by the Health Policy Consensus Group on June 19 in the form of "Policy Recommendations to Congress".
