In another apparent setback, the USA accused Pyongyang of violating sanctions on refined oil products and ordered the United Nations security council to immediately halt all related deliveries to North Korea. -North Korea relations, despite signs that path-finding diplomacy between the adversaries is running into problems.

Trump tweeted on Thursday alongside a copy of the letter, dated July 6.

And even as Trump released Kim's note, the US was asking the U.N. Security Council to punish North Korea after finding that Pyongyang had violated restrictions on refined oil imports.

According to President Trump, returning the remains of US troops was agreed upon during the Singapore summit.

North Korean representatives didn't show up for scheduled talks with the USA about returning the remains of fallen American soldiers.

And a North Korean delegation failed to show up for a meeting with US officials in the demilitarized zone between North Korea and South Korea this week to discuss the repatriation of remains of USA military troops during the Korean War.

"Midday today they contacted us and offered to meet on Sunday", Ms Nauert said in a statement.

"We were ready", the official said.

It was not immediately clear why North Korean officials had not attended the meeting or whether they had ever confirmed their intention to.

According to the Pentagon, North Korean officials have indicated in the past that they have the remains of as many as 200 USA troops.

Kim also voices hope that "the invariable trust and confidence in Your Excellency Mr. President will be further strengthened in the future process of taking practical actions".

But there's growing skepticism in Washington over the Trump administration's engagement with North Korea. Recent evidence actually suggests that the rogue nation continues to build up their nuclear infrastructure.

Following the North Koreans' no-show at Thursday's meeting, the USA state department said the two delegations had agreed to meet on 15 July.

Trump posted the note several hours after arriving in London for his first visit to the United Kingdom, after wrapping up a contentious appearance at the North Atlantic Treaty Organisation summit.
