The fine is the maximum allowed under Britain's old data protection law, although that was replaced by the European Union's General Data Protection Regulation (GDPR) in May, where companies can be fined up to 4 percent of revenue for breaches.

The UK Information Commissioner's Office on Tuesday announced a preliminary fine of 500,000 pounds ($664,000) after finding the social-media giant had failed to protect user data and wasn't transparent about how the user data was obtained by others.

The amount is the maximum allowed under the Data Protection Act 1998, but is pocket change for a company valued previous year at around $590bn (£445bn).

If the data leak would had taken place after the new GDPR rules which came into action on May 25, the fine levied could have been much higher.

Facebook had admitted that up to 87 million users may have had their data hijacked by British consultancy firm Cambridge Analytica, which was working for US President Donald Trump's 2016 campaign.

Data collected from Facebook by Cambridge Analytica was apparently used to help influence the election of president Trump in the US, and fake news on Facebook appears to have also paid a significant role in the UK's Brexit referendum.

Fair Vote runs on public donations and its self-stated aim is to to tackle the issues of data misuse, voter manipulation and lack of transparency in elections.

In response, Erin Egan, Facebook's chief privacy officer said: "As we have said before, we should have done more to investigate claims about Cambridge Analytica and take action in 2015".

Facebook "will get a chance to respond to the proposed penalties before the ICO releases a final decision", Bloomberg reports.

While Facebook earlier said the data of as many as 2.7 million Europeans might have been shared with Cambridge Analytica, the company last month told EU lawmakers that private data about its European users may not have fallen into the hands of the United Kingdom -based data-crunching venture after all.

OAIC is conducting its own investigation into whether Facebook breached the Privacy Act, which obligates organisations to ensure customers are notified about the collection and handling of their personal information.

Facebook COO Sheryl Sandberg's total compensation was worth $25.2 million in 2017-including $21.1 million in Facebook stock and the $2.7 million spent on personal security.

Facebook faces several other investigations, including others in Europe, a probe by the US Federal Trade Commission and, reportedly, several others at federal agencies such as the FBI and the Securities and Exchange Commission.
