Carney warns of hit to global economy from protectionism

"For example, survey measures of global export orders and manufacturing output have fallen back from highs at the start of this year", added Canadian national Carney, whose own country is embroiled in a cross-border trade war with the US.

The Governor of the Bank of England Mark Carney arrives to deliver the Financial Stability Report at the Bank of England in the City of London, Britain, June 27, 2018.

Carney said inflation pressures had continued to firm as the BoE expected and that there was widespread evidence that slack in the economy had been largely used up. Through reduced trade alone, the effect on the global economy would be around 1% of gross domestic product, he said.

Wearing a Three Lions lapel pin, he responded to a question on the economic impact of a potential England victory on 15 July by saying it would be an "unalloyed, unadulterated, absolute good".

In a veiled jab at US President Donald Trump, the Bank of England governor said protectionist rhetoric is now just "talk and tweets" but said there are already signs that the global economy is taking a hit.

Over the past couple of months, Trump has sparked a trade conflict by placing or threatening punitive tariffs on hundreds of billions of dollars' worth of goods from China, Mexico, Canada, and the European Union.

He warned a trade war could prove the catalyst for a wider economic slowdown.

Carney said if things were to deteriorate further, as much as 1% could be knocked off global economic output, with 2.5% taken off United States output.

Mr said "protectionist rhetoric" was rising and was now turning into action: "There are some, tentative signs that this more hostile and uncertain trading environment may be dampening activity".

Not only would a significant trade war lower global growth, but it would also affect the nascent normalization of monetary policy developing around the world.

Carney added that if the economy does develop in line with these projections, "an ongoing tightening of monetary policy over the next few years would be appropriate to return inflation sustainably to its target". Leveraged trading is high risk and not suitable for all.
