The president's abrupt about-face laid bare the administration's capricious use of executive power as it presses forward with a crackdown on illegal immigration, first ensnaring children in its "zero tolerance" prosecution policy, then coming up with a "stopgap" reprieve in the face of global condemnation.

The Washington Post reported earlier Thursday that the Trump administration will stop prosecuting migrant parents who cross the border illegally with children until immigration authorities have the resources to allow them to be held in custody.

"It's nothing we could call a trend", the official said.

Pop singer Legend and his model wife Chrissy Teigen earlier said that they were donating $288,000 to the American Civil Liberties Union to support separated migrant children. Some mothers were deported without their kids.

In the face of mounting bipartisan criticism and amid heartbreaking tales of toddlers kept from their parents, Trump reversed a family-separation policy Wednesday that he first said only Congress could solve.

Sixty-five-year-old Richard Klabechek of Oak Grove, Minnesota, who attended the president's rally Wednesday evening in Duluth, Minnesota, said he was unmoved by the audio of crying children, saying it was "the media playing the heartstrings of the public".

It is not immediately clear whether, or when, detained children will be reunited with their parents.

In the Texas border city of McAllen, federal prosecutors unexpectedly did not pursue charges against 17 immigrants.

"You're going to have a lot of happy people", Trump said as he signed the order, billing it as the most significant presidential move on immigration in half a century - even though he was fixing a problem his own administration had caused.

The president did not answer the question directly but showed no sign of softening.

But that position is nearly certain to be challenged in court because of a 1997 consent agreement that stipulates that children can be kept in detention only for 20 days.

Psychiatrist, Kirandeep Kaur, DO, who recently carried out evaluations on immigrant children in Dilley, Texas, also called on the Trump administration to treat immigrants humanely.
